I read the Paypal changes and there is actually an advantage to the changes.

For people who have accounts that accept credit cards, such as the Premier Account, there used to be a fee for receiving any type of payment for any reason. Now, there is no fee for receiving a Personal transaction funded by either Paypal balance or a bank account.

Paypal is now categorizing the types of transactions into Personal or Commercial. Any Personal transaction that is funded by a Paypal balance or a bank transfer is FREE for the sender and the receiver.

A Personal transaction funded by a credit card or debit card will have a fee (2.9% + .30) and the fee is paid by either the sender or the receiver and the sender chooses who pays it.

A Commercial transaction is one that involves paying for goods or services, and there is no fee for the sender, but receiver pays a fee (2.9% + .30 up to $3000).

So, those who only had a personal account that was not set up to receive credit cards lose the ability to receive a bank/cash payment for free for selling things. Those who have a Premier account were being charged fees for all payments received and now will be able to receive cash/bank payments for personal transactions, without being charged a fee.

Already, Paypal is warning that anyone who sells something and asks for a payment as a Personal transaction to avoid paying the fee, is subject to lose their account.

Thanks Abbe! Of course the paypal rep I talked to wasn't as clear as you were. Geez, why can't they write this stuff in plain english.

What about using PayPal to print shipping labels?

I use PayPal to prepare shipping labels & get tracking numbers using their shipping service. I use the multi-order shipping service about once a week.

Will they be assessing transaction fees for this service?

According to their shipping homepage, they say you can do this "...with no monthly fees or surcharges".

I am *so* confused. I guess I'll have to generate a shipping label, see what the multi-order shipping receipt charges me, then go back to my PayPal account to see what they subtracted out.

Is it legal to change the terms of a service without alerting consumers and having them opt in or out?

Dawn, it says on the website that the shipping services you mentioned are free.

Regarding notice to users, it says in the User Agreement that notice can be given by posting it on the website.

Now that I've had the misfortune of reading the User Agreement, there is one sentence buried in there that is cause for concern: "PayPal does not guarantee continuous, uninterrupted or secure access to any part of our Service, and operation of our site may be interfered with by numerous factors outside of our control."

Scary.

Thanks Abe!

I had a transaction today, and there was a fee even though it was an instant transfer. After reading this post, I now understand where the fee comes from.
