You've got lots of great suggestions, but also Margaret Richard for strength training, a couple of sets of dumbbells and a mat are all you need.
I also use Charlene Prickett for cardio in my space constrained living room.
Kickboxing in general tends to fit in my space - Janis Saffell's hardcore kickbox for instance.

Susan's "Finding Your Core" (TLT)

Jen's "Strength In Movement" (TLT)

Tracie's "Better Burn Better Buns" (TLT)

Patrick's "Dumb Training" & "Having A Ball w/ABC"

Leslie's "Walk Strong" (uses dumbbells) & "Walk/Jog" & "Walk/Kick)

Margaret Richard's has several strength workouts at 30 min. and 20 min.

All have clips @ Collage except for Margaret Richard

I love the 10 minute Solution videos. There are several segments you can do one at a time or combine all of them, depending on how much time you have. Plus, they are very reasonable at Walmart & Kmart.

I also love Tamilee Webb's I Want That Body - another one you can combine segments for however much time you have.

I agree with the others about Project You, and maybe think about the new Slim Series Express that's coming out. I just read on that thread it should be available sometime in April.

Some suggestions from me, a few of which have already been mentioned:
Kari Anderson: Reach; Angles, Lines & Curves (I and/or II)
Minna Lessig: 1-Minute Workout (2 or more pairs of dumbbells); Fat Eliminator; Strength & Grace
Tracie Long: TLT Better Burn, Better Buns (BBBB; uses rags / paper plates plus optional dowel / stick / club plus light weighted ball, which you might be able to sub for with a dumbbell if you're creative)
Janis Saffell: Hardcore Kickbox Circuit (pair of dumbbells)
Kathy Smith: Functional Fit Peak Fat Burning
Karen Voight: Burn & Firm (1 pair of dumbbells)
Tamilee Webb: I Want That Body (1 pair of dumbbells)

Another vote for yoga and Pilates (the 10 Minute Solutions are good, assuming you've had a little experience with the discipline before).

I'm a fellow PF sufferer and have used step workouts without the step. A lot of step workouts don't use much space. My favorites for this purpose are Karen Voight's Energy Sprint (there's a modifier who does the whole workout without the step), or any of Charlene Prickett's or Gin Miller's step workouts. The workouts with less dancy and more athletic choreography work best for me. Slim series workouts are great because you get both toning and cardio and they don't take up much space. I have to turn off the sound and play my own music with those though because I don't care for the music.

Thanks -- you guys are awesome!!

I already have a number of these workouts -- Slim Series, TLT's, etc. -- that I just need to go track down wherever they're hiding. And there are many listed that are new to me that I look forward to checking out, like Slim Series Express and Coach Troy's Strendurance. I have no excuses now, huh?

Some of the newer ones use very little or no equipment, i.e. SWAT workouts, Speedbody, Hip Hop Abs and we can't forget Billy.

Pardon me if this has been mentioned already, but I think the Power Half Hour set with Tony Horton is excellent in that: there are 5 workouts on 1 dvd, each workout is 1/2-hour, most (except for upper body and stretch) combine cardio with strength, and - as with all BB products - there is very little equipment used. They are also pretty challenging for time-efficient workouts!
