Think out of the box. I got the best arms from playing tug with a very strong dog. Dh commented on my calves a few days ago. I got them from sitting with feet on tip toe while holding the laptop. Strange but true.

Gym Cross-Training small group class trendies should note: consistent medicine ball use with a recalcitrant dog can also work wonders, both on your arms and on the dog!

Cathe's CTX Upper Body and Jackie Warner's 30 Day Fast Start along with watching my diet. I also started doing legs 3 times a week instead of more straight cardio. I think the cardio effect plus building more lean muscle helped me everywhere but I really saw good changes in my arms when I started working lower body more, sounds crazy I know! (I'm a pear)

kettlebells, lots of plank work like TA or KBKB 7 Day Lean or those done in Tapout XT/XT2.

Have lifted light weights, heavy weights, done weightless routines, lots of push-ups, cobras, etc. etc. The thing that makes them "cut" imo is losing fat and in some cases, way more fat than I'm willing to lose. Sometimes it's genetic too - the amount of muscle one can gain, I mean. That said, I have had the best luck with surprisingly little weights - regularly doing Squeeze routine with 3 lb weights and then a lot of upper body strength work via planks and upward dogs, cobras, etc.
