Treadmill levels

My husband and I are considering buying a treadmill.

I have noticed that various instructors (Cathe, Jillian, Cardio Coach) mention things like 'we'll start on level 3, then go to level 4...'.

Is 'level' in this context consistent across brands of treadmills? Does it refer to speed, incline, or a combination of both?

I don't think treadmills are necessarily built equal.
As for levels this is very individual. It's your level of perceived exertion, this will change according to your energy level and how your endurance and stamina increases.
