Like Adrien, a combination of walking and running works my inner thighs. Kettlebell swings work my inner thighs, too.

I'm another one who has inner-thigh fat, no matter how strong or toned my legs get. Walking on an incline and running help me to firm up the muscle underneath so at least my inner thighs don't jiggle so much. I also notice some change if I do a lot of inner-thigh floor work (even though it bores me to tears), squats with a slightly-wider-than-normal stance, and plie squats.

I agree that you can't spot reduce, and lipo (I wish I could! ) or diet would be best, but Firm Volume 1 floor work for the inner thighs really does seem to help me too, as well as plie squats (a LOT of them, like in an Ellen, or very heavily weighted, like CLX).

Forgive me if this was mentioned (I didn't see it), what about using an Adductor/Abductor machine. If you don't belong to a gym, there are exercises that mimic this, like tying a resistence band down low and to your ankle. You then do a soccer kick into the resistence. I also saw a pretty neat exercise on YouTube in which you fill a box with some weights and then kick it (again, using that soccer kick) across the floor and back.
