With your description, I immediately thought of Party Rockin Step #1. More dancy than #2 which I also love. My favorites are similar to others that have already been mentioned. I also like the step routines in Cross Train Express. You can’t go wrong with Cathe. Her step workouts are the best!

I prefer PRS2 to PRS1.

My other favorites in order (some are ties and #3-5 are rather short but have their place):
1. Imax 2
1. Body Max 2 (step only)
1. Step Blast (I usually skip the challenge at the end and just do the 3 combos)
2. PRS2*
3. X10 (step segment)*
4. Xtrain: AOLIH (step segment)*
5. To the Max (solid step+step tabata...drills, but fun)*
6. Step, Jump & Pump (step only)
6. Low Impact Circuit (step only)
7. Cardio & Weights (step only)
8. Imax 3 (actually should be near the top of my list based on the combos but the intervals have a certain dread factor)
8. Low Max
8. Step Moves
9. Body Fusion (step combos only) from Basic Step & Body Fusion (a little too easy sometimes)
10. Rhythmic Step** (would be higher up if not for the TIFTTing issue)
11. Low Impact Step
12. Basic Step (Good but is too easy and when I am in shape and a little slow-paced/gets boring to do too often)

*These have current "soundalike" music with different (sometimes silly) lyrics but at least it's upbeat, recognizable stuff.

**Rhythmic step is only fun for me if I haven't done it for months. TIFTTing chunks are too long IIRC to make this one a regular staple for me. So only once in a blue moon for me.

Never really clicked with these as much:
Intensity (step only)...this one I sort of remember liking just ok and there were more drills than choreography IIRC but it seemed to move along quickly at least.
Athletic Step (Really never clicked with but other people seem to love)

Ones I haven't done enough to give them a rating:
PRS1*
4 Day Split: HIS & LIS

Never tried though I own:
CTX: All Step
LIS: Low Impact Challenge (the music is supposed to be awful from the whole LIS series so it's kept me away from this one. I only seem to use Afterburn from the LIS series and the music is pretty blah.)
--This disc also contains the 20 min bonus step segment also contained on LIS: Cardio Supersets
LITE: Cardio Party (just the Calorie Crush) is supposed to be like a mini Imax
ICE: LIS Cardio 2 is step as well as the Blizzard Blast on the same disc (but looks somewhat drill-based)
Fit Split: Shred Cardio is 12 cardio blasts utilizing the step (looks drill-based)

I love step and try to do at least one step workout each week. I prefer Cathe's more athletic step workouts that offer a lot of intensity without too much TIFTing. It is hard to put them in order of most favorite, but these are the ones I reach for often:

1) Party Rockin' Step 2
2) Intensity
3) BodyMax 2/Maximum Intensity Cardio: (Start with BM2 warm-up and step not including the leg circuits, then straight into MIC step section without the intervals at the end.
4) Step Blast
5) Imax 3
6) Athletic Step
7) 4 Day Split - Double Step Premix (Combines the 2 step segments)
8) Cardio Fusion
9) Greatest Hits
10) Power Max
11) Cross Train Express: All Step/Step & Intervals
12) Imax 2

Oh boy, I do love step! And Cathe has some great ones. One thing that might help you decide: how important is music to you? Her older ones really do have some good music. Step Blast is really an awesome one - great music, great energy, love the Blast at the end. Another one to consider on this note is Greatest Hits - you get lots of great combos in there, and the combination of the older ones is fun - and good music.

4DS High and Low step routines are fantastic. Fun, good choreo, always a blast.

I will say I really liked the Party Rocking Steps as well. Thought the music was pretty good, the moves were good, liked the premixes that combine them.

I don't think Step moves and Athletic step were mentioned. I really like these Cathe step workouts. The only problem is the music is not good.

If that is a problem for you, then definitely go with:
Step, Jump and Pump
Step Blast
Cardio and Weights (step only premix, which is awesome)
IMAX 2 (which is the easiest of all the Imaxes)
