Tracy Anderson - hands down many of her workouts are on YouTube.

A lot of times when you lose weight, you lose muscle tone. I would ditto the heavy squats suggestion. I would also suggest roller blading or gliding or uphill hiking to help tone up that area.

This workout did wonders for me a while back (she demos the exercises and you do them on your own, 4 exercises, 10 reps each and 4 round total) she mentions you can add skipping rope in between rounds if you want/need more cardio:

Barre! Barre, one thousand times barre. My thighs are hard as a rock.

pilates leg exercises (the side series) is THE BEST at reducing thighs, hips and tightening lower body up FAST. Tracy Anderson also, but pilates is better for this. You will lose with barre, BUT you may bulk first. I do not recommend squats, I do them and they build my legs beautifully 2 full sizes bigger than when I don't squat. Im of the type that enjoys having bigger legs though. This is only my personal experience.
