Several things:
-Good music
-Good cueing (mirrored, please)
-Proper warm-up and cool-down (I don't mind adding my own cool down but hate adding a proper warm-up)
-Preferably tapless choreography (for step workouts)
-Stay on the 32-count phrase (particularly for choreographed cardio).

I cue step and cardio classes in a similar fashion. Example: "4, 3, right foot V step" (saying "right foot V-step" on the last 4 beats of the 32-count phrase). I also use a lot of hand signals to indicate direction changes, etc (since some people in class don't know right from left to save their life ).

And on rhythm changes, I often cue the changes with syllables. Examples--"ba-dum" for a ball-change, or "boom boom boom" for cha-cha-cha (triplet). I learned this from a Rebecca Small DVD (don't remember which one).

Important for me.

1. Good music
2 Thorough warm up and a stretch
3. After the cool down another good stretch at the end for the muscle groups I have just worked.
4. Modifications for low impact.
5. I need clear instructions and good cueing.
6. No weird instructor quirks like jaw clicking whilst instructing to make me want to hurl the workout out of the window.

Most has mentioned good instructions and cueing. Verbal is one thing (when I can read their lips), visual cueing is even better. A demo is great.
What I don't like is the editing gets bit creative. Examples such as close up or focus too much on one background exerciser because the camera man enjoys looking bit too much. Or as BunnyHop said, pans around thus missing the pertinent information.

I find some videos spent a long time building the first block, then spend little time on the more complex second block. Why?

But to your question one thing a must? I say clear understandable video with good form.
If the music is loud enough for me to hear, it actually annoys me, lol.

I sometimes take out my hearing aids if it's a workout I've done many times. I also don't like it when the camera moves around. I can't read lips too well, but I use the cc on you tube workouts.

So normally I would say that good music is a must-have for me in a workout. However, I'm doing 21DFX Realtime right now and there is no music and it's not bothering me for some reason.

[start rant] Anyway, the one constant must have for me is an instructor who does the workout with you. Maybe I've been spoiled by all of my years of doing Cathe workouts, but I can't tolerate an instructor who does 2 or 3 reps of a move and then stops, walks around, shouts at the camera. If I see that in a video clip, that's a deal breaker for me. I'll give you one time to do that in a workout, but if that's what you do for every exercise, I won't do the workout. [end rant]

If I'm doing a workout that doesn't require working out to the beat of the music then i don't even need music. I'm weird like that. One of my big gripes is background music in pilates but the instructor doesn't do the reps to the beat. I can't stand to be off beat. I'd rather not have music.

If I'm doing plain boring cardio like a machine or walking outside I'll often have music but i don't necessarily need it.

Normalcy, and being real if that makes sense. I just want the instructor to be themselves, not this fake phony motivator that sounds like a cheerleader. I also do not want any references to bathing suits, bikini's, looking hot, having a great body etc. I want references to general good health and well being.
