You can, but I find it's easier to use a lacrosse ball or one of those stick massagers. With a foam roller, you can sit on your bottom with your legs straight out, put one foot on top of the other, and roll.
This video shows some ideas. I find with a lacrosse you can into the center of the calf as well as on the sides and that gets out more of the knots.
