My favs:
Kathy Smith's Secrets (Upper Body, Lower Body)
Cathe's 4DS (all of it!)
Joyce Vedral Definition Series (just go slower than her and use proper form LOL!)
Caribbean Workouts Abs, Buns, Thighs
Sara Ivanhoe Total Body Makeover yoga series
Rodney Yee's Yoga for Athletes (broken up into three 15 minute workouts)
Christi Taylor'ss early cardio workouts (generally, her cardio can be easily broken up into two 30 minute workouts)

For short, but yet intense workouts, I like

Coach Troy's StrEndurance, both of them, Tony Horton's Power Half Hour, Jilian's 30 Day Shred, Jari's Time Savers, Pure Cardio from Insanity. Also Cathe's shorter premixes such as SJP Step only and for fun the Urban Rebounder Compilations.

Firm Jiggle Free Arms and Jiggle Free Buns. I had gotten rid of these a while back and just got them again. They are really great workouts, with pretty good music, and fun!

ETA: Also, here's a few rotations with tons of either short workouts, or short premixes of longer workouts:

Oh, and the Montenegro Method DVDs.

Just tried Kimberly Spreen's Progressive Strength workout. It's a total body workout that hits all muscles, including abs, in 30 min. I enjoyed it and I'm sure it will come in handly for days when I'm short on time. Looking forward to trying the bonus Combat workout on this dvd too which is only 22 min.

Most of the workouts I do are short, but these are my favorites and I like to do them once a week:

Leslie Sansone
Shortcuts Ab Workout: I do this workout twice a week. 30 minutes
Walk Away Your Hips & Thighs: I do the fit cuff segment twice a week. 20 minutes
Belly, Buns & Thighs Slimdown: The fit cuff segment. 12 minutes

Denise Austin
Body Makeover Mix: Upper body and lower body segments. 15 minutes each.
Hit the Spot: Tone & Tighten Abs, Buns & Thighs: Moderate/intermediate legs segment. 10 minutes

Ana Cabán
Pilates Toning Ring Workout: 35 minutes
Quick Start Pilates for Weight Loss: 30 minutes. The bonus segment is 13 minutes and I like that one as well.

Karen Joy Allen
Adaptive P.E. Workout: I do the "Base Moves" three times a week. 22 minutes

Tamilee Webb
I Want That Body!: Both segments for the arms. 15 minutes each.

A few of my favorites have already been mentioned: Power Half Hours, Pick Your Spot Pilates, and I Want That Body, particularly the arm segments.

Some others I like and use often:
QuickFix Pilates Abs with Keli Roberts
Booty Time (30 min.) and Hard-Core Abs (10 min.) from "Rock It Out"

Just did Marisa Tomei's Core and Curves and it's a surprisingly good little 20 minute workout.

I like the Firm "pink" 20-minute workout that uses the sculpting stick, with Allie Del Rio - I forgot the name of it. It's a nice little full-body workout though.

I also love Winsor Pilates Bun & Thigh Sculpting...20 minutes, and you get a great burn.
